Scuttle is a cock-headed seagull and a supporting character in Disney's The Little Mermaid who claims to be an expert when it comes to human stuff since he loves collecting human things like Ariel.
He is voiced by the late Buddy Hackett in English, and by the late Kaneta Kimotsuki in the first movie, and the late Tetsuo Gotō in Japanese.

- He made Ariel a dress for her to wear after she gets legs.
- He doesn't hold grudge on Sebastian for calling him a dimwit.
- He tells Ariel that Vanessa is actually Ursula and later interrupts Ursula's wedding with Eric by rallying various sea creatures to stall the wedding to allow Ariel the time to recover her stolen voice and free Eric from the love spell.

Why Doesn't He Stand out?
- While he passes the baseline by interrupting the wedding of Eric and Vanessa (Ursula) to allow Ariel time to recover her voice and it's unfair to compare him to King Triton, who has higher resources, he fails the admirable standards to several other characters:
- Ariel, who saved Prince Eric and Atlantic many times.
- Eric, who caused Ursula’s death, saving the kingdom from her rule.
- Sebastian, who set the stage for Ariel to fall in love with Eric.
- Melody, who reunited the kingdom of humans with Atlantica.
- He's very incompetent and dimwitted because he's not good at being heroic.
